What is ESMS?
The ESMS will describe the system and associated plans that HDFC will put in
place for the life of the Project for implementation.

Scope of Work:
The scope of ESMS for HDFC will act as a comprehensive mechanism at the
Corporate & Project levels to lay down a rationalized protocol to assess and
mange overall environment and social risks and impacts associated with the
project life cycle of 50MW (AC) Solar Park at Sutiakhali, Mymensingh
The scope also includes the decision making at the Senior Management level,
by providing management solutions, establishing procedures, defining channels
for flow of information and an institutional arrangement.
The present document would help HDFC address environmental and social
issues associated with the project life cycle, right from the inception stage to the
decommissioning stage.

This section jots down the applicability of environment, health & safety and
social legislations of HDFC’s 50MW (AC) Solar Park at Sutiakhali, Mymensingh
Applicable Occupational Health & Safety Regulations (example: Fatal
Accidents Act, (1855), The Factories Act, 1965, Fire Prevention and Extinguish Act,
2003 etc.)
Applicable Social Regulations (example: The Acquisition and Requisition of
Immovable Property Act, 2017, Bangladesh Labour Act, 2006 and amendment 2015,
Children’s Act, 2013 (Act No. 24 of 2013) etc.)

Environment Policy: At Corporate Level (Ensuring proper plant operations through PMC and O&M Contractor and
reporting to the owners), At Project Level (In the Solar Plant Construction and Operations on HSSE)
Social Policy: At Corporate Level (Corporate Social Responsibility (CSR), ISO 26000: The Social Responsibility
etc.), At Project Level (Community Engagement, Livelihood Assistance Plan, Informed Consultation and
Participation (ICP) in decision-making process, 6 PAFs, women empowerment etc.)

ESMS: Roles and Responsibilities
HDFC SinPower EHS&S Management Committee is responsible for managing the Project
HDFC SinPower and EPC EHS site personnel will ensure that site conditions within their scope of work conform to the EHS Program requirements
It is the responsibility of all site personnel, Contractors and Subcontractors to act in accordance with the procedures and policies described in the site EHS plan.
